A strong Tatlısu is only possible with a strong, well-governed municipality.
In the new term at Tatlısu Municipality, our core goal will not be simply to launch new projects.
First, we will strengthen the municipality itself.
Because a municipality that cannot protect its employees' rights, plan its water, run its facilities efficiently, or manage its income and expenses properly cannot deliver sustainable services.
Our approach is this:
Not more buildings, but more efficient facilities.
Not more spending, but smarter investment.
Not cheap work, but quality work at a fair price.
Not intervening after problems arise, but planning before they do.
Not saving the day, but preparing for the future.
With this vision, we will bring to life the Strong Municipality – 25 Institutional Transformation Projects program.
1Municipal Staff Employment Rights Program and the Municipal Academy
A municipality that values its employees values its people.
We will comprehensively review municipal employees' staffing positions, status, salaries, social benefits, leave, overtime, job descriptions and working conditions.
Rights arising from legislation that are not applied, or only partially applied, will be identified.
We will build a fair personnel policy that protects our employees' rights while safeguarding financial sustainability.
Management based not on political affiliation, but on effort, merit and duty.
2The Municipal Academy
Trained staff, quality service.
In cooperation with universities, public institutions and relevant organizations, we will provide regular in-service training for municipal employees.
Training will be organized across many fields — from public relations to digital municipal services, from tourism to project development, and from occupational safety to disaster management.
The aim is not to hire more staff, but to build the capacity of the people we already have.
3Merit and Job Description System
Everyone will know their duties, and everyone will take responsibility for their work.
We will redefine job descriptions across the municipality.
It will be clearly established who is responsible for what.
Confusion of duties between departments will be reduced.
Workloads will be balanced.
Care will be taken to assign staff to roles that match their talents and expertise.
We will put the right people in the right places.
4Digital Tatlısu Municipality
Municipal services will come to the citizen's doorstep.
By renewing the municipality's digital infrastructure, we will move every service we can online.
Citizens will be able to:
- check their outstanding balance,
- make payments,
- submit applications,
- track their requests,
- access municipal announcements,
and book available municipal facilities.
Municipal services will be within reach without ever having to visit the municipality.
5Tatlısu in Your Pocket – Digital Citizen Account
All your municipal transactions on a single screen.
We will create a digital account system where citizens can track their own municipal transactions.
Water consumption, debts, payments, applications, announcements and related municipal services will, over time, be brought together under a single system.
Citizens will be kept informed through SMS and digital notifications.
6Tatlısu Digital Map
We will put every one of Tatlısu's assets on the map.
We will build a comprehensive geographic information infrastructure for Tatlısu.
The map will feature:
- municipal facilities,
- roads,
- water infrastructure,
- parks,
- sports areas,
- beaches,
- historical and natural sites,
- walking routes,
- businesses,
- accommodation facilities,
- emergency assembly areas
all added progressively over time.
This map will serve both citizens and the municipality.
7Municipal Asset Inventory
We cannot plan the future without knowing what we have.
For everything the municipality owns —
buildings, plots of land, facilities, vehicles, machinery, warehouses and other movable and immovable assets —
we will prepare a complete inventory.
For each asset, its technical condition, economic value, purpose of use, annual cost and revenue potential will be determined.
8An Economic Report Card for Every Facility
We will know what every municipal facility earns us — and what it costs us.
We will create an annual performance report card for municipal facilities.
For every facility, its:
income – expenses – staffing costs – energy consumption – maintenance costs – utilization rate – investment needs
will be measured.
For facilities with a social purpose, their social benefit will also be assessed.
But no facility will drain the municipal budget unchecked.
9No Building Left Idle
Before building anything new, we will make the most of what we already have.
We will identify municipal buildings that are unused or operating below capacity.
Where suitable, we will repurpose them as:
- a Children's Academy,
- a Senior Active Living Center,
- a women's production center,
- a youth center,
- arts and culture workshops,
- an entrepreneurship center,
- training space,
- a local products sales point
and similar new functions, bringing them back into Tatlısu's service.
10Zambak Reborn
Zambak will be more than a holiday village — it will be one of Tatlısu's economic assets.
We will assess the technical, architectural and economic condition of the Zambak Holiday Village.
We will prepare a phased renovation program.
Rooms, common areas, the restaurant, the beach, landscaping, energy, water infrastructure and accessibility will be addressed as a whole.
The goal is not a showy, expensive makeover; it is a revenue-generating, high-quality, clean, sustainable facility worthy of Tatlısu.
11Zambak in Every Season
Not a three-month facility, but twelve months of economic value.
We will free Zambak from its dependence on summer tourism alone.
We will make the facility available for:
- training camps,
- youth camps,
- sports camps,
- workshops,
- small congresses,
- university programs,
- corporate and institutional meetings,
- culture and arts events
and similar gatherings.
Zambak will live twelve months a year — and contribute to Tatlısu's economy twelve months a year.
12Municipal Facilities Economic Cycle Model
Municipal facilities will generate value, not just expenses.
We will strengthen the economic sustainability of municipal facilities while preserving their social purpose.
For facilities capable of generating income, we will establish sustainable models in which part of that income is reinvested in the facility's own maintenance, renewal and development.
The facility will win, the municipality will win, and Tatlısu will win.
13Tatlısu 2030 Water Security Plan
We will not go looking for solutions after the water runs out; we will act today.
Tatlısu is growing fast.
New housing, tourism investment and a growing population will push up future water demand.
That is why we will calculate not only today's consumption, but the water needs of the entire 2026–2030 period.
Projections will be prepared for population, construction, tourism capacity and seasonal consumption.
As Tatlısu grows, its water infrastructure will not be left behind.
Smart Water Management
We will account for every drop.
We will create a digital map of the water network.
Step by step;
- smart meters,
- remote reading,
- reservoir level monitoring,
- pressure monitoring,
- flow measurement,
and leak detection technologies will be evaluated.
The aim is not just to find more water, but to stop losing the water we have.
14Water Storage and Emergency Assurance
We will strengthen Tatlısu's water security.
The capacity, location and service areas of existing reservoirs will be analyzed.
In developing areas, tomorrow's capacity needs will be identified today.
An emergency water management plan will be prepared so that critical services can continue during breakdowns, outages or extraordinary situations.
15Rainwater and Alternative Water Use
We will not use drinking water for jobs that do not require drinking water.
Rainwater harvesting systems will be considered for suitable municipal buildings and facilities.
Under suitable conditions, the collected water will be targeted for uses such as:
- park and garden irrigation,
- landscaping,
- cleaning
— areas where drinking water is simply not needed.
16The Tatlısu Quality Standard
Not cheap work — quality work at a fair price.
This will be one of the core investment principles of the new term. No investment will be judged by its purchase price alone.
Initial cost + service life + maintenance cost + energy consumption + warranty + operating expenses
will be calculated together. We will not commission work that looks cheap today and costs twice as much tomorrow.
We will do the right job, with the right materials, at the right cost.
17Preventive Maintenance System
Act before things break, not after.
We will create a digital maintenance calendar for the municipality's vehicles, pumps, generators, air conditioners, solar energy systems, facilities and other equipment. We will stop small maintenance oversights from turning into major expenses.
18Smart Vehicle and Machinery Fleet
Every liter of fuel and every kilometer will be accounted for.
For each municipal vehicle, its:
- mileage,
- fuel consumption,
- maintenance costs,
- breakdown history,
and time in service will be tracked regularly.
Vehicles that have reached the end of their economic life will be separated from those still performing well. Unnecessary vehicle purchases will be prevented.
19A Municipality That Saves and Generates Its Energy
We will turn energy costs into a source of services.
We will map the energy consumption of municipal facilities.
In suitable buildings, we will roll out:
- solar energy,
- energy-efficient lighting,
- low-consumption climate control,
and smart energy management practices. Every resource we save will flow back into services for the people.
20Project and Funding Office
Not every project will be paid for from the municipal budget.
We will build professional project development capacity. TRNC institutions, the institutions of our motherland the Republic of Türkiye, development programs, universities and suitable international funds will be monitored regularly. For every major project;
a project file + feasibility study + budget + financing model will be prepared.
Tatlısu's projects will be ready — so that we can knock on the door of financing.
21Revenue Growth – Cost Reduction Program
We will grow stronger not by reaching into citizens' pockets, but by managing the municipality properly.
We do not believe in strengthening the municipality's finances solely through tax and fee increases.
Our priority will be to:
- improve the collection system,
- cut unnecessary expenses,
- save energy,
- increase facility revenues,
- use external financing and funds,
- make efficient use of municipal assets,
and reduce losses and leakages.
Our guiding principle will be not to collect more, but to manage better.
22Local Economy and Municipal Procurement Model
As much as possible, Tatlısu's money will circulate within Tatlısu.
To the extent that legislation and fair competition allow, we will strengthen the participation of local producers and businesses in the municipality's economic cycle. We will raise the visibility of local products at Zambak and other facilities. Tatlısu's olives, olive oil, carob, agricultural products, women producers and local entrepreneurs will be connected more effectively with the municipality's tourism and promotion systems.
23Transparent Municipality – Open Books
The people will know where their money goes.
Within the framework of legislation and personal data rules, we will share the municipality's key financial and service performance indicators with the public.
Citizens will be able to:
- see which projects have been completed,
- see which investments are underway,
- see the costs of those investments,
- see the municipality's overall income and expenses,
- see how its facilities are performing,
and see how service targets are being met.
For us, transparency will not be a slogan — it will be how we govern.
24The First 100 Days – Municipal Check-Up Program
First we will diagnose; then we will apply the right treatment.
Within our first 100 days in office, we will take a comprehensive institutional snapshot of the municipality.
We will carry out 10 core reviews:
1Staff Check-Up
Analysis of staffing, duties, employment rights and human resources.
2Financial Check-Up
Income, expenses, debts, receivables and contracts.
3Water Check-Up
Network, reservoirs, pressure, losses and leaks, and future capacity.
4Buildings Check-Up
The technical condition of municipal buildings.
5Facilities Check-Up
Income, expenses, usage and investment needs.
6Zambak Check-Up
Technical, tourism and economic feasibility.
7Vehicle Check-Up
The true cost of the vehicle and machinery fleet.
8Energy Check-Up
The municipality's energy consumption and savings potential.
9Digital Check-Up
The state of software, data, collections and citizen services.
10Project Check-Up
The status of ongoing, unfinished and planned investments.
We will then present the public with the "Tatlısu Municipality Current Situation and Transformation Report."
25Tatlısu Social Media and Digital Visibility Project
We will make Tatlısu more visible, more widely known and more talked about.
Tatlısu has striking nature, a beautiful coastline, real production, a rich culture of living and growing economic potential. In the new term, we will not treat social media as merely a channel for municipal announcements.
We will make social media one of Tatlısu's tools for promotion, tourism, the local economy and institutional communication.
Professional Tatlısu Communication on Social Media
The municipality's social media accounts will be managed with a regular, planned and professional approach to content.
Instagram, Facebook, YouTube and the influential digital platforms of the day will be used actively.
Posts will showcase not only municipal services, but all of Tatlısu's assets.
Social media content will regularly showcase:
- Tatlısu's beaches,
- its natural beauty,
- its tourist attractions,
- its walking and cycling areas,
- its local products,
- its producers,
- its restaurants and businesses,
- accommodation facilities,
- its sports activities,
- its youth events,
- its culture and arts events,
along with municipal services and projects.
TATLISU IN 1 MINUTE
Short content, powerful promotion.
Short, compelling social media videos telling Tatlısu's story will be produced.
For example:
Tatlısu's Beaches in 1 Minute
Nature in 1 Minute
A Local Business in 1 Minute
A Local Product in 1 Minute
A Sports Activity in 1 Minute
Content Series Like 'A Day in Tatlısu in 1 Minute' Will Be Created.
The short video format will be used especially to reach younger audiences and people who have not yet discovered Tatlısu.
Tatlısu Social Media Content Calendar
The municipality's social media accounts will be run on annual and monthly content calendars — not on random posts.
The tourism season, special days, events, sports activities, local production seasons and municipal projects will all be planned in advance.
This way, Tatlısu's social media presence will be sustained all twelve months of the year, not just in certain seasons.
Professional Photo and Video Production
High-quality visual content will be produced for Tatlısu's social media accounts. Drone footage, short promotional videos, photo series and vertical video formats will be used. The goal is not simply to share beautiful images;
it is to spark the desire to come to Tatlısu, to visit it, and to discover everything it has to offer.
Social Media Support for Local Businesses
The social media visibility of Tatlısu's businesses and producers will be supported.
Within a clear set of criteria, the municipality's official accounts will be able to feature:
- local businesses,
- producers,
- women entrepreneurs,
- young entrepreneurs,
- tourism businesses,
- restaurants,
and accommodation facilities.
The aim here is not to privilege any single business, but to make Tatlısu's economic potential visible as a whole.
TODAY IN TATLISU
Short social media content covering daily life and events in Tatlısu will be produced.
Citizens will be able to:
- follow the day's events,
- keep up with sports activities,
- see municipal announcements,
- find tourism information,
- learn about road or service works,
and track important developments easily via social media.
Fast Municipal Communication on Social Media
Social media accounts will be used not only for promotion, but also actively for communicating with citizens.
The municipality will keep citizens quickly informed about:
- water outages,
- road works,
- emergencies,
- event changes,
and service announcements.
Information will not be delayed, and citizens will not have to rely on hearsay.
Tatlısu Content Creators Program
We will support the talents of Tatlısu's young people in photography, video and social media content creation. Through suitable training and projects, young people will be able to contribute to the municipality's social media work. In this way, social media will become not just an outsourced service, but an opportunity for our youth to build real skills.
Our Goal
Not merely to show Tatlısu on social media, but to make it a place people know.
More people will see Tatlısu.
More people will be curious about Tatlısu.
More visitors will come to Tatlısu.
More businesses and producers will be seen.
And the visibility built on social media will translate into gains for Tatlısu's tourism and local economy.
A Visible Tatlısu
A Digitally Strong Tatlısu
An Influential Tatlısu on Social Media
We will tell Tatlısu's story right and carry it to more people.
The Model That Ties All These Projects Together
Protect – Transform – Produce – Deliver
Protect
Protect employees' rights, the municipality's money, its water, its nature and public property.
Transform
Transform idle buildings, outdated systems, inefficient facilities and the old way of running a municipality.
Produce
Produce projects, services, energy, economic value and social benefit.
Deliver
Deliver gains for the municipality, for producers, for shopkeepers, for young people — and for Tatlısu.
The 2026–2030 Goal
At the end of these four years, we aim for a Tatlısu Municipality that:
- protects its employees' rights,
- has strengthened its finances,
- plans its water future,
- has gone digital,
- has cut its energy costs,
- uses its facilities efficiently,
- keeps Zambak alive in every season,
- secures external resources and funding,
- supports the local economy,
gives an account of itself, and plans for its future.
Our Understanding of Municipal Government
We are not promising Tatlısu merely new buildings.
We are promising good governance.
- A municipality that sees problems coming, rather than scrambling once they arrive…
- A municipality that manages its money, rather than merely spending it…
- A municipality that keeps its facilities alive, rather than just building them…
- A municipality that commissions quality work at a fair price, rather than cheap work…
A municipality where everyone — from its employees to its producers, from its youth to its elders — sees themselves reflected…
A municipality that prepares tomorrow's Tatlısu while governing today's.
Strong Employees
A Strong Institution
Solid Infrastructure
A Productive Economy
Transparent Governance
A Strong Tatlısu
Tatlısu has the means. It has the resources. It has the people. We are coming to manage them right.
Digital Infrastructure and Payment Points
We will leave behind the days of queueing for municipal transactions. Water, property, solid waste and other municipal payments will be possible through a mobile app, an online branch and self-service payment points installed in the town centre.
- municipal payments from the mobile app,
- register your card once and pay quickly,
- a self-service payment point in the town centre,
- balance enquiry and payment history on a single screen,
Working with banks and digital payment providers, we will place Tatlısu among the municipalities that have built this infrastructure.
No more waiting for office hours to deal with the municipality.
The Digital Tatlısu Desk
We will make every dealing with the municipality possible through a single digital gateway. The Digital Tatlısu Desk will bring applications, requests, enquiries and information together under one roof.
- E-Municipality: applications, enquiries and payments made online,
- Mobile Municipality: every service reachable from a phone,
- WhatsApp Municipality: direct contact through the most widely used channel,
- Urban Information System: infrastructure, planning and service data on a single map,
- Digital map: an up-to-date view of neighbourhoods, projects and service points,
- QR applications: information on the spot, from memory houses to notice boards,
- Citizen request system: each request logged, given a tracking number and resolved visibly,
Every request will be logged, given a tracking number, and its outcome reported back to the applicant. How long each request takes to resolve will be measurable.
No petition will go missing; no request will go untracked.
The Right People, The Right Roles, Measurable Service
Our entire corporate transformation programme rests on three principles: placing the right person in the right role, and making the service delivered measurable.
THE RIGHT PEOPLE • THE RIGHT ROLES • MEASURABLE SERVICE
We are not here to grow the municipality, but to grow the municipality's capacity to serve.
Our Organisational Structure
We will run the municipality with a structure of clear responsibility rather than units with vague remits — four support units reporting directly to the mayor, and four main service units.
Reporting directly to the mayor;
- Tatlısu 2026–2030 Strategy, Projects and Funding Unit,
- Corporate Communication and Public Relations Unit,
- Internal Control and Performance Unit,
- Legal Support Unit,
Municipal administration;
- Administrative and Financial Services Unit,
- Technical Services, Planning and Infrastructure Unit,
- Environment, Cleansing, Health and Coastal Management Unit,
- Social, Cultural and Local Development Unit,
Every unit will have a defined remit, and every remit a named owner.
Municipal Facilities and Asset Management Unit
We will bring the municipality's facilities and properties under the responsibility of a single unit. Each municipal asset will have a Facility Report Card showing its income, expenditure, occupancy, maintenance needs and potential.
Assets to be reported on;
- Zambak Holiday Village,
- Minia Cyprus,
- sports facilities,
- the Glass Terrace,
- other municipal properties,
For the first time, this will answer the question: “What does the municipality own, what does it cost, what does it produce, and how could it be used better?”
The First 100 Days of Corporate Transformation
We are not leaving corporate transformation to a vague promise; the timetable for the first 100 days is already set.
First 30 days;
- an inventory of staff, vehicles, buildings, facilities and properties,
- an inventory of contracts, debts, receivables and ongoing projects,
Days 30–60;
- job descriptions rewritten,
- staff assigned to units according to their competencies,
- work begins on a digital database of water, planning, facilities, social services and citizen requests,
Days 60–90;
- the Tatlısu 2030 Strategy Office begins work (initially through procured services),
- external funding and project files prepared,
- the financial and physical performance of municipal facilities measured,
Day 100;
- the “Tatlısu Municipality First 100 Days Report” presented to the public,
The timetable we promise will close with a public report.
